There is an existing situation wherein suppressives are misapplying the Confidential Materials label as a method of preventing anyone going OT. We will now address that.

Restimulation is no Excuse to Withhold OT Data

LRH tape 6 August 1963 Auditing Comm Cycles -

“Now, we stand around and we say, “Well, the Marcabians are gonna get you tomorrow, man, and the size of the between-lives-area screen is 180 feet by 9 feet,” and so forth. And people sit there and they go dzzzzz. That’s doing what? That’s charging them up, isn’t it? Well, actually, they talk it over, one with another, and usually blow the charge. It’s not a grave matter; it’s not a difficult matter at all. Their knowingness increases, and they feel all right about it and so forth. Well, we get away with that. Why? Because we can talk to one another about it, that’s why.”

 

LRH lecture 16 April 1952 Anatomy of the Theta Body -

“Now all of a sudden we take apart the composite theta body – which is you – into its component theta bodies, and we take these apart as regard to the experience, and we find the potentiality of which a central theta line is capable.”

“Now, if anybody becomes uncomfortable while I’m talking here, be assured that it’s probably a temporary condition. Very few of these composite bodies are very stuck together. They are not well glued, in other words, and at the first signals of awareness, things start to happen. Actually, at this time, and with the subject matter which I’m giving you tonight, you won’t probably experience much more than a mild somatic or a hot somatic or feel an empty space or something of the sort.”

“But if you can introduce the awareness of each part of the composite which is you, you get total awareness and you also lose a lot of parts. This is not bad.”

“Actually, the recognition of their existence, and that they do have an identity which is distinct and separate from the people they are imitating, and the recognition on the part of the theta being that that entity is there, practically kills their power.”

 

LRH tape lecture 16 April 1952 How To Audit a Theta Line, Part I -

“Not one of these theta lines was actively aware that a personality existed except itself. They were not aware, one theta line to the next, that there were other personalities or theta lines present. And you simply start identifying them, one after the other to each other, and they come way up in tone, one after the other, because they know what's going on. They know that somebody else was there, and somebody else and somebody else and somebody else. And the preclear gets much cleverer.

Well, you might leave a couple of them that were the bad psychos in him - you might leave these way stuck on the track, and therefore he has somatics and so forth. But the usual thing is that he just becomes a lot more cheerful. This point alone, in other words, produces a marked advance in the case: the identification of the theta lines, one to the other.

The best way to identify them, of course, is show them to him. And he'll start thinking about the thing and so on, and he'll all of sudden recognize this and that.”

 

Misapplication of Tech by Enemies was the only Reason for Security Policy

HCOPL 11 August 1971 Security of Data

“Issued with a small amount of R6 data in 1964, three or four persons promptly used it on pcs knowing well it was forbidden. The pcs became ill or misemotional toward us. And just the day I write this (original writing 4 October 1965) I myself encountered a pc, very ill, who had had some original R6 data misused on her and did not suspect why her case and health had worsened. She was not ready for it at all.”

“You must realize that we suffer, all of us, from the misuse of knowledge concerning the mind at a very early period. To place this data near such people as psychiatrists or even states, places them in a position to enslave people or repeat the original action and cave people in.”

“Until we ourselves have climbed well out of the hole, we must safeguard the materials.”

“We do not safeguard these materials from any commercial consideration. Our futures, those of each of us and those of all Scientologists, depend on our keeping this material under lock and safeguarded from abuse until we are well away as a group and can handle things better as individuals as well as a group.”

“But this last bit is dangerous in unskilled or uneducated or unscrupulous hands and it is purely ours. It belongs to the Scientologists who keep the show on the road and must be available to them when they are ready.”

 

Squirreling Tech Destroys Expansion towards the Goal

“No squirrel has lasted more than 2 or 3 years in the past 16 years. And there have been many. That they squirrel shows enough bad faith to drive away the public the moment the public hears of the original.”

“All our policy then is built on EXPANSION.”

“And it stresses the production and delivery of a straight non-squirrel product.”

“But to alter the basics of the technology will stop expansion…”

“Thus when you are interpreting policy it should be interpreted only against EXPANSION as the single factor governing it.”

“The ultimate product of Scientology is a universe that is decent and happy to live in, not degenerated and made miserable by suppressives as it has been.”

 

Purpose is Senior to Policy

“I have developed a scale for use which gives a sequence (and relative seniority) of subjects relating to organization.

“When an item in the scale is not aligned with the other items, the project will be hindered if not fail.”

Summary of Key Concepts

There is an existing situation wherein enemy agents have taken control of the subject of Scientology, both inside and outside of the Church, in order to prevent anyone going OT.

One of their suppressive acts to fulfill their purpose of preventing anyone going OT is to withhold OT level data from those who would use it correctly. Their 1.1 justifier for their suppressive act, is to pretend they are withholding this data for our own good – because they don’t want us to experience any restimulation. Thus they label this information as being “confidential” and keep it under lock and key.

It is actually a misapplication of the confidential label because preventing restimulation was never the reason for labeling some of the materials as being confidential nor was it the reason for the policy on security of materials.

In the LRH tapes quoted above, you can see that Ron did not withhold OT level data because it causes restimulation. On the contrary, his attitude towards restimulation was that it was not really a problem and that the person was far better off to have the data – regardless of any restimulation they may experience from having it.

The people who withhold OT data because of restimulation are operating on an altered importance. They make restimulation more important than having the vital data needed to go OT! The truth is - it is far more important to have the data than it is to avoid any of the restimulation that might be experienced from having it.

The goal of Scientology is stated in one of the above Policy Letters -

“The ultimate product of Scientology is a universe that is decent and happy to live in, not degenerated and made miserable by suppressives as it has been.”

If we put that goal in the admin scale we can see that the Enslaver purpose of preventing anyone going OT does not align with the goal. The Enslavers are operating on a different admin scale. Their goal is to keep Beings down in a trapped state and that explains all of their actions. Thus they generate policies that align with their suppressive admin scale. And they suppressively misapply existing LRH policies, such as the policy on security of materials – in a way that was never intended.

Ron’s intention is that the materials of Scientology are to be made available to the people who use them correctly and kept out of the hands of suppressives who misapply them. The exact opposite is what is taking place currently – suppressives inside and outside of the Church have taken over control of these materials and they withhold them from the people who should have them.

They also use subtle methods of withholding, besides outright withholding of an entire level, such as omitting parts of a level and by making alterations to the materials.

Take a close look at the above HCOPL 11 August 1971 Security of Data. Notice that it is misapplication of Scientology by suppressives that resulted in the policy on security of materials. Correct application does not cause any problems, only misapplication does. The PL states the reason for security is to keep the tech above grade 4 out of enemy hands (such as psychiatrists etc.) - because they will misapply it by using it harmfully to enslave Beings and to drive them down-tone.

Those days are over. The enemy has every bit of the tech above grade 4 and has had it for quite some time. And they have been misapplying it and using it to cave Beings in and to mind-control them and enslave them. The tech is the remedy for this and therefore they further their suppressive ends by withholding the remedy from the decent Beings who would use it correctly to help self and others towards sanity and freedom.

One outpoint with these Enslaver agents is they pretend to own the subject. They do not own it and they have no right to withhold it from those who do own it. The rightful owner of Scientology is stated in Rons article entitled My Philosophy:

“So my own philosophy is that one should share what wisdom he has, one should help others to help themselves… One should also ignore catcalls from the selfish intellectual who cries: "Don’t expose the mystery. Keep it all for ourselves. The people cannot understand.

There are those outside of the Church who offer to sell you OT data for thousands of dollars. That is very amusing in light of the fact that you are the owner of Scientology. That is like someone offering to sell you your own car for thousands of dollars. You would have to be a fool to pay them - because you already are the rightful owner of it.

This is not to mean that those who deliver standard Scientology services should not charge for that– but materials should not be withheld for the sake of one’s imagined “loss of income” from others having access to the materials. In fact, materials should not be withheld at all and they should be made available at only the cost of the materials. For example, a book should be sold for about ten dollars or a course pack for about twenty dollars, anything reasonable like that.

The enemy agents inside the Church have many uses for keeping OT data “confidential”.

They use it as a marketing tool. They use it to charge suppressive prices. And they use eligibility for OT levels as an extortion lever to make people commit suppressive acts, such as condoning the fact that they have altered LRH issues.

But one of the main uses they have for labeling materials confidential is that no one else can see it except them – and that allows them to alter it before anyone else gets a chance to see it. Due to this, its best safeguard is wide public distribution. And just forget about the original reason for security of materials, which was to keep it out of enemy hands, because the enemy already has all of it.

Purpose is senior to Policy.

For all of the above reasons, misapplication of the policy on security of materials – is now acting to the detriment of the subject and what it intends to accomplish. The policy on security of materials, as it is now being suppressively misapplied, is out of alignment with the rest of the Scientology admin scale. It is now being used to oppose the goal and purposes of the subject of Scientology - and the goal and purposes are senior to any policy.

Mankind has no chance if the technology of the mind and spirit are monopolized by SPs.

A private clique has attempted to steal Ron’s gift to mankind by pretending to own it. The HASI will return Ron’s gift to its rightful owner – those who use it correctly.

We will also follow Ron’s intention to provide mankind with the remedy - as expressed by Ron in the following excerpt from PDC 20.

“Let’s take the subject of Scientology…”

“It’s a servant of the mind – a servomechanism of the mind; it is not a master of the mind. Scientology will decline and become useless to man on the day when it becomes the master of thinking. Don’t think it won’t do that. It has every capability in it of doing that.

Contained in the knowable, workable portions before your eyes there are methods of controlling human beings and thetans which have never before been dreamed of in this universe; control mechanisms of such awesome and solid proportions that if the remedies were not so much easier to apply, one would be appalled at the dangerousness to beingness that exists in Scientology.

Fortunately, it was intelligently invented – and I say that without any possible bow; I say that because part of its logic was: the remedy should exist before the bullet.”

“But what kind of a government and what kind of a weapon is really serious? Not a weapon which destroys mud; a weapon that destroys minds. That’s serious. Out of the body of knowledge which lies before you are sufficient technologies to take over, seize and handle any government or people on the face of the Earth. You aren’t of an ethical level, even, that permits you to observe this. You wouldn’t think in these lines. And yet if only those principles were known, there would be people who could and would think in those lines.

You can control men like you would control robots with those techniques. The implantation, Black Dianetics, pain-drug-hypnosis are very mild methods of control.”

“If you release the remedy and if the remedy is fast enough before the forces of evil can muster their machinations and use the overt act, it can’t ever be used.

There’s only one thing that could happen to Scientology and that is to say that it would be buried – the remedy would be buried. If it ever went out of sight, this world’s done. All you’ve got to do is invalidate it and put it out of sight and hide it, and it’ll come up in the wrong place doing the wrong thing and mankind will find itself a slave.

So anybody that knows the remedy of this subject – anybody that knows these techniques – is himself actually under a certain responsibility; that’s to make sure that he doesn’t remain a sole proprietor. That’s all it takes; just don’t remain a sole proprietor. Don’t ever think that a monopoly of this subject is a safe thing to have. It’s not safe. It’s not safe for man; it’s not safe for this universe.

This universe has long been looking for new ways to make slaves. Well, we’ve got some new ways to make slaves here. Let’s see that none are made.”

“Therefore, we really do have the remedy before the assault weapon is produced. Did you ever read poor old George Orwell's 1984? Yes, yes, that's wonderful. That would be --- could be the palest imagined shadow of what a world would be like under the rule of the secret use of Scientology with no remedy in existence.”

“It's a very simple remedy. And that's - just make sure that the remedy is passed along. That's all. Don't horde it, don't hold it; and if you ever do use any Black Dianetics, use it on the guy who pulled Scientology out of sight and made it so it wasn't available. Because he's the boy who would be electing himself "The New Order". And we don't need any more new orders. All those orders, as far as I am concerned, have been filled.”
