This On-Source Excalibur course comes about as the result of an
Evaluation entitled -
End of the Era of False Scientology, Commencing the Era of True
Scientology

The Evaluation found that government intelligence agencies
considered Scientology OTs to be a National Security Threat and
therefore had a motive to prevent anyone going OT. The method of
preventing any OTs is to have their agents in control of the Church.
These agents then intentionally misapply the subject in order to
sabotage case gain towards their end that no one attains the state
of OT.
Thus, in the early 1980’s a group of enemy agents took over the
Church and they have
intentionally misapplied the subject, to
sabotage case gain, to prevent anyone going OT.

LRH predicted the takeover long before it actually occurred.
There are several places here and there where this prior knowledge
is made evident. One example is an article called A Story on
page 285 of Technical Volume 1. In that article he likens the tech
to a golden ball. He states:

“He tried to form companies to make the golden ball available to
many. But the people in the companies said, “It’s mine!” “It’s
power!” “It’s gold!” and “The man will kill us all!” and so they
fought amongst themselves and threw dust over the golden ball and
tried to dent it.
And at last the man sat down in a desert place and sent his word
about that anybody could use this ball that wanted it. And they sent
officers and thieves and lawyers at him to say that nobody could use
the ball.
And they took the man’s captain (wife) and said they would
imprison him for saying the golden ball was owned by everybody. And
they made the government put guards around the man in case anybody
sent him money to help ship the golden ball to everyone.”
The above is exactly what happened. The point is this - if
Ron knew the takeover was going to happen - why did he not act to
prevent it? Well, he did. He threw the takeover conspirators a wild
curve that they were not expecting, as follows:
1. He allowed his copyrights to fall into the public
domain.
2. He did not give them the Upper Bridge.
HCOB 24 January 1977 Tech Correction Roundup -
“For a number of years people have wondered when OT VIII would be
released.
Well, to tell you the honest truth, OT VIII has been in existence
all those several years, and to it has been added a very large
number of OT grades. None of them have ever been issued. Notes for
all of these grades are in existence.
If you get all tech straightened out and the orgs and flaps and
emergencies off my lines… you will buy me those 3 months worth of
time, so I will be able to afford the time to write up all these
Advanced Levels I have researched.”
Well, Ron never does write these OT levels up for the Church -
because after he dies - Pat Broeker tries to use these research
notes to put together an OT 8,9,10,11, etc. Broeker never completed
this project because Miscavige ousted Broeker as part of a political
purge. Ray Mithoff then tried using these research notes to put
together an OT VIII that could be delivered, but all 3 versions he
issued were a flop.

LRH awarded the rank of Captain to just two people. They were
Mary Sue Hubbard and Bill Robertson. Bill Robertson was the Captain
of the Flag ship for several years.
In 1981, shortly after Ron had disappeared off of the comm lines,
Captain Bill began conducting an investigation aimed at proving the
Church had been infiltrated and taken over by government agents. Due
to that, the takeover management expelled him in 1982.
At that time Captain Bill went to Europe and organized a network
of delivery centers called Rons Org. In doing this he remained loyal
to LRH and his intention was to deliver standard Scientology outside
of the Church, as a solution to the taken over Church.
Thus Rons Org posed a new threat that the subject of Scientology
would be correctly applied to produce OTs. This lasted for a time,
but the enemy solution to Rons Org was the same one they used on the
Church - infiltrate it with their agents, take it over, and then
intentionally misapply the subject to sabotage case gain so that no
one attains the state of OT.
Captain Bill was in telepathic communication with LRH to some
degree. He released OT levels that he called OT 8 to OT 40.
Excalibur is the name of the OT 8 he released. How much of this tech
is from LRH is not made clear. It is a certainty that not all of
what is currently available to us as CBR’s works, is from or
aligning with LRH.
Comparison of Rons Org materials to LRH references shows that not
all statements and ideas presented in Rons Org materials align with
LRH references. One thing we do in this course is we point out where
the statements and ideas align with LRH references and where they do
not align.
We present excerpts from the works of Captain Bill in this
course. This does not mean we advocate or believe that the Rons Org
OT levels are the Upper Bridge. On the contrary, LRH did not give
the Upper Bridge to the Church or Captain Bill or anyone else. The
Upper Bridge is LRH personally C/Sing and auditing you, after
Excalibur completion.
The primary reason for this course is to release an On-Source
Course for handling the composite case. Neither the Church nor
Rons Org has ever issued a Course that aligns completely with LRH
tech on the subject of entities and how to audit the composite
case.
LRH made some non-confidential tape lectures in 1952 that are on
the subject of entities and how to audit entities. In other words,
he completely revealed the basic nature, structure, and function of
the composite case and also gave the tech for handling it in those
lectures.
Now here is the amazing fact about those lectures and the vital
data contained in them. From my wife’s first hand experience, from
being on OT 7 in the Church for nine years, from being on Rons Org
lines after that, and from being on the lines of other’s who claim
to deliver standard Scientology outside of the Church - none of
these have included these LRH tape lectures in their courses or
training on the composite case!
What a strange, across-the-boards omission! Particularly in light
of the fact that there are, at minimum, two major concepts expressed
in these 1952 LRH tapes that are paramount in importance to handling
the composite case:
1. That the main Being is holding the Beings in the
composite case. He’s trapping them.
2. That the composite case is
organized into groups and sub-groups.
In fact, over time, the main Being and his junior entities have
added to the composite case by actively collecting up other entities
in groups and then holding them trapped there. And, some of these
sub-entities bring along their own sub-orders, so that you end up
with a very large number of Beings within the composite.
The above two datums are so valuable and vital to case
completion, that their omission points to outright, intentional
sabotaging of case gain. In fact, omission of the above two datums
is the WHY for people in the Church being on OT 7 for twenty-five
years now and there still are not any valid completions. This
becomes clear when you do this course.
Also pointing to intentional sabotaging of case gain outside of
the Church is this fact - when we posted these LRH references on
various newsgroups and internet discussion groups - in some cases
the posts were deleted. Also, when we began pointing out that this
tech was in non-use, in one case we were banned from any further
posting, and in another case a suggestion for banning was presented!
That shows a conspiracy to intentionally prevent anyone from
handling their composite case.
David Mayo is the undisputed author of NOTs. LRH did not author
NOTs. We now have more evidence that LRH did not give the Church any
further OT levels past the original OT 7. Because LRH knew about the
composite case way before 1952, he knew about the composite case way
back in 1938 when he wrote the book called Excalibur.
LRH knew that the main Being is holding onto the Beings in the
composite case and he also knew that the Beings in the composite are
organized into groups and sub-groups. This shows NOTs did not come
from LRH, because LRH would have included this data in the course
and solo auditors in the Church would be correctly auditing the
composite case. The only alternative is that LRH did include it and
they intentionally omitted it.
In this course you will read where Ron says that you first get
the main Being handled on his aberration of holding onto Beings in
the composite case, then you can work on making him a Theta Clear.
By omitting this key datum, they are allowing the main Being to
continue to not-is his responsibility with regards to holding onto
the composite, and that contributes to the motion of preventing
anyone going OT - because responsibility and OT go hand-in-hand.
So, sabotaging the Bridge was actually quite simple for the enemy
agents who took over the Church. They simply had to allow the people
on the OT levels to continue doing what they were already doing -
not-ising their own responsibility with regards to holding onto the
composite case. As part of making sure that this not-isness
continued, materials covering this area of responsibility were
omitted from their training.

The tech has come full circle since Ron wrote Excalibur. Ron
resolved the problem of the composite case that he presented in
Excalibur. Thus the solution is named - Excalibur.
